Prince Samson Gboyega Olaoye, JP, MNIM, was born on 24th September, 1946 at Baale Oyepolu's Compound, Iberekodo, Igboora, Ibarapa Central Local Government Area of Oyo State. He had his Primary education at Methodist Primary School, Oke-Agogo, Igboora (1954-1960) and his Secondary education at Premier Grammar School, Abeokuta (now in Ogun State) from January 1961 to December 1966. Prince Olaoye then attended the University of Ife (now Obafemi Awolowo University (O.A.U.), Ile Ife from 1968 to 1972, where he obtained his B.Sc. (Social Science) Economics (Hons) Degree in June 1972.
On the State Government sponsorship, he later proceeded to the United States of America (USA) in September 1977, where he obtained his Certificate in Community Development Programme (Project Analysis) at the Institute of Public Service, University of Connecticut, Hertford, USA in April, 1978. Prince Olaoye also had his postgraduate course in Public Administration at the O.A.U. Ile-lfe from 1979-1980, where he obtained his postgraduate Diploma in Public Administration (DPA) in 1980.
Prince Olaoye started his Civil Service Career as a Planning Officer, Grade
Il, GL08 at the Central Planning Office, Lagos in the Federal Civil Service in June 1972. He later resigned his appointment and joined the then Western (now Oyo) State Civil Service as an Administrative Officer, Grade VII, GL08, on 30th January, 1973. He had the privilege of serving in the various
Ministries/Departments, including the Ministries of Agriculture & Natural
Resources; Economic Planning; Sports and Social Welfare; Finance; Establishments & Training Centrally Deployed Class), amongst others. He was appointed Director, GL16, in January, 1989. Prince Olaoye began his field assignment in June, 1984 and served in the following capacities:
(i) Sole Administrator, Ilesa Local Government, Ilesa (June, 1984-March, 1986).
(ii) Sole Administrator/Chairman, Irepodun Local Government Caretaker Committee, Ilobu (April, 1986-December, 1987).
(iii) Sole Administrator/Chairman, Oriade Local Government Caretaker Committee, Ijebu-Jesa (July, 1989-December, 1990). It has to be noted that all the three (3) Local Government Areas he served are now in Osun State, following the creation of Osun State in 1991.
Prince Olaoye was the Director (Public Finance) in the Ministry of Finance in September, 1991, when he was appointed Acting Director-General, Parastatals Department, Office of the Governor. In January 1992, he was appointed Director-General and served in the various Ministries/Departments, including the Ministry of Finance; Office of Planning and Budget, Policy Coordination Department and the Department of General Administration & Staff Matters (GASM), all in the Office of the Governor.
Prince Olaoye attended various Training Courses, Seminars and Workshops, which further enhanced his administrative and professional competence. He was appointed the Oyo State Head of Service on 14th June, 1999.
As a seasoned administrator, Prince Olaoye used his position to provide an effective link between the Civil Service and the Political Class. He tried his best to foster unity and cohesiveness among the various Cadres in the Service. Prince Olaoye also ensure that competent and deserving officers in the Service got their promotions as at when due, including the provision of better work environment. It was also a period when discipline was strictly enforced, while hardworking Officers were adequately rewarded by the Government.
Prince Olaoye, as Head of Service, received several Awards, including the following:
(i) Special Merit Award by the Premier Grammar School, Abeokuta Old Students' Association.
(ii) Merit Award by the Federation of Oyo State Students' Union (FOSSU) of the O.A.U., lie-lfe.
(iii) Archivers' Award by the O.A.U., Ile-lfe Alumni Association, Ibadan Branch.
(iv) Award of Excellence as Senior Achiever (Government) by the Ibarapa Central Local Government, Igboora, Oyo State.
(v) Gold Merit Award by the Igboora Community Foundation.
Prince Olaoye was appointed Justice of the Peace (JP) jn 1994 by the Oyo State Government. He became Jerusalem Pilgrim (JP) in 1997.
Prince Olaoye retired voluntarily from the State Civil Service in August, 2005 after about 33 years of Meritorious Service.
He is now a Member, Nigerian Institute of Management (MNIM) and a Management Consultant. Prince Olaoye was appointed a Oyo State Government Advisory Council member from June, 2019 to May, 2023.
His hobbies include Farming, Reading and Current Affairs. Prince Olaoye is happily married with children.
